This toolkit is targeted to humanitarian & development actors (UN agencies, NGOs, Government-led social safety nets, financial sector development organisations). This toolkit is designed to provide suggestions in terms of guidance, tools and examples to identify and mitigate risks of abuse of power in cash assistance. The aim is to ensure cash recipients enjoy dignity, integrity and respect as valued clients by the financial institutions and are empowered to exercise their rights.
This toolkit is rooted within the principles of Accountability to Affected People and the Protection from Sexual Exploitation and Abuse (PSEA) which are central to the work of UNHCR, WFP and the humanitarian community in general. It follows the SPHERE Protection Principles, in particular its Fourth Principle which requires humanitarian practitioners to assist people to claim their rights, access available remedies and recover from the effects of abuse.
